Apply for Bloomington Green Home Improvement Program (BGHIP) program

Thank you for your interest in the Bloomington Green Home Improvement rebate program, administered by the City of Bloomington Department of Economic and Sustainable Development. BGHIP provides rebates to homeowners for qualified renewable energy, electrification, and weatherization projects. This form's purpose is to determine your eligibility to receive a BGHIP rebate based on a project description and quote from a contractor.
 

Residents are encouraged to apply for a rebate prior to starting home improvements to ensure rebate funding is available when the project is completed. However, you may apply for completed projects with invoices paid on 1/1/2025 through 12/31/2025. Please note that completion of this application is not a guarantee that you will be selected to receive a rebate. BGHIP application submissions will be reviewed on a first-come, first-serve basis until all funding is depleted. Rebates are limited to residents within Bloomington, Indiana city limits.
 

Please have the following documents ready to upload during the application: project quote from a contractor; proof of low-income status, if applicable; documentation approving changes to the exterior of your home in a historic district (such as a Certificate of Appropriateness or email from the City of Bloomington Historic Preservation Program Manager, Noah Sandweiss, noah.sandweiss@bloomington.in.gov), if applicable.
 

Upon submission of this form, you will receive a confirmation email from civiform-noreply@bloomington.in.gov. When your eligibility is confirmed, the Sustainability Program Coordinator will reach out to you using the contact information provided to inform you whether or not your rebate has been approved.

How to apply

  1. Eligibility

    Rebates are available for qualified energy efficiency or renewable energy home improvement projects (find detailed requirements on the BGHIP website). Applicants must live within Bloomington city limits. Rebates are offered only for homeowners' primary residence. BGHIP rebates may be combined with utility and state rebate programs.
     

    For addresses in a historic district, applicants must provide confirmation that upgrades to the building exterior meet historic requirements, such as a copy of an email or a Certificate of Appropriateness.

  2. Project Quote or Invoice

    Applications are accepted for either planned projects or projects completed in 2025. Submit a project quote or a paid final invoice from a contractor, which must include a description of the products being purchased, cost details including labor, the address of the project, your name, and the installation timeline. The rebate amount will be calculated based on the total cost of labor and materials.

  3. Low Income Verification

    In order to demonstrate low-income eligibility (80% Area Median Income), applicants are required to provide a copy of one of the following forms of documentation:

    • Proof of Enrollment in SNAP
    • Proof of Enrollment in LIHEAP
    • Proof of Enrollment in Bloomington’s Workforce Rental Housing Program
    • Pay stubs for the last 6 months
    • Previous year’s tax return
