Apply for 2026 Bloomington Green Home Improvement Program (BGHIP) program
Thank you for your interest in the Bloomington Green Home Improvement Program, administered by the City of Bloomington Department of Economic and Sustainable Development. BGHIP provides rebates to homeowners for qualified renewable energy, electrification, and weatherization projects. The purpose of this application form is to determine your eligibility to receive a BGHIP rebate. Approval and payment of the rebate will depend on timely completion and documentation of your home improvement project.

Please note that submitting this application is not a guarantee that you will be selected to receive a rebate. BGHIP application submissions will be reviewed on a first-come, first-served basis until all funding is depleted. Residents are encouraged to apply before starting home improvements to ensure rebate funding is available.

Review your Eligibility
Rebates are available for qualified energy efficiency or renewable energy home improvement projects, limited to: solar panel systems, batteries, level 2 EV chargers, EnergyStar certified central air conditioners, heat pump water heaters, HVAC heat pumps, exterior doors, windows, attic insulation and sealing, or electrical panel upgrades (find detailed requirements on the BGHIP website). Applicants must live within Bloomington city limits. Rebates are offered only for homeowners' primary residence. BGHIP rebates may be combined with utility and state rebate programs.

Complete the Application Form with Required Documentation
Upload a project quote from a contractor when prompted by the application. The document from the contractor must include a description of the products being purchased, cost details including labor, your name and address. The application also accepts paid invoices for completed projects dated 1/1/2026 through 12/31/2026.
- If your home is in a historic district and you are making changes to the exterior of your home, upload documentation of approval, which could be an email from the City of Bloomington Historic Preservation Program Manager or a Certificate of Appropriateness.
- If your income is below 80% of Area Median Income, you may upload documentation to demonstrate your eligibility for an increased rebate amount. Accepted documents include 6 months of paychecks, previous year’s tax documents, Social Security, proof of enrollment in SNAP, LIHEAP, proof of enrollment in other income-qualified state or federal program, etc.

Steps from submission to approval
- After submission of this form, you will receive a confirmation email from civiform-noreply@bloomington.in.gov (If you do not receive a confirmation email, that means your application was not submitted and the program coordinator cannot see your application data).
- If eligible for BGHIP, your application will be given "pre-approval" status and you will receive a notification about the status update. The Sustainability Program Coordinator will contact you to inform you of the estimated rebate amount.
- For planned installations based on a contractor’s quote: within 60 days of pre-approval status, send the program coordinator two documents: a receipt from the contractor showing that you have paid a deposit, and a completed Substitute W9 Bank/EFT form.
- Receive "approval" status and move forward with installation within 90 days. Exceptions will be granted for installations that take longer than 90 days if the contractor cannot meet that timeline.
- Within 90 days of approval status, submit an invoice or receipt from the contractor showing that the installation has been paid-in-full, and provide photos of the installation. The rebate amount will be based on the final, paid costs reflected in the invoice.
- The program coordinator will send you a rebate agreement to sign. Receive the rebate payment within 4-6 weeks of signature.
