Apply for Solar, Energy Efficiency, and Lighting Program (SEEL) Eligibility Form program

Thank you for your interest in the Solar, Energy Efficiency, and Lighting grant program, administered by the City of Bloomington Department of Economic and Sustainable Development. This form's purpose is to determine your organization's eligibility to receive SEEL grant funding. Please note that completion of this initial intake form is not a guarantee that your organization will be selected for participation in the SEEL program. Eligibility check submissions will be reviewed on a rolling basis. If the number of submissions exceeds the number of grants available, participation will be prioritized based on responses provided.
 

If you lease your facility, the building owner will be required to sign a Building Owner Disclosure Form and Agreement before your eligibility will be confirmed. The owner can sign it digitally through email, or in person in City Hall. You will be asked for the building owner's contact information within this form.
 

Upon submission of this form, you will receive a confirmation email from civiform-noreply@bloomington.in.gov. If your eligibility is confirmed, you will be provided a link to the official application for grant funding on the CiviForm platform. Please save the login information you used to enter the current form.

How to apply

  1. Eligibility

    Eligible applicants include nonprofits (schools, childcare centers, libraries, healthcare facilities, grocery stores, etc.), small businesses, and multifamily residential units that house low income residents. The facility must be located within Bloomington city limits. Facilities in historic districts must review plans to alter the exterior appearance of the building with the City of Bloomington Historic Preservation Program Manager before applying. Previous SEEL grant recipients must wait 12 months from receiving the last grant before applying again.
     

    SEEL applicants are eligible for either the solar or energy efficiency grant, but not both in the same year. Battery grants are reserved for non-profit entities that provide essential services related to food, healthcare, housing, childcare, and other social support services.

  2. Leased Facility Owner Agreement

    Nonprofits and businesses may apply if they rent their building. The building owner will be required to sign a Building Owner Disclosure Form and Agreement before SEEL grant eligibility is confirmed.

  3. SEEL Application Part 2

    If the SEEL Eligibility Form submission is accepted, applicants will receive an emailed link to the next application step in CiviForm.
