Apply for Water Assistance program

City of Bloomington Utilities (CBU) customers may be eligible for assistance with water bills. Customers must be at least 2 months past due on their water bill and meet income guidelines. The income guidelines for eligibility increased as of August 2024. Whereas you might not have been eligible before, please apply to check your status.

How to apply

  1. Eligibility Requirements

    Have you already applied for the current SCCAP Energy Assistance Program? You must do so before applying for the water assistance program as that is how eligibility is determined. Even if you do not qualify for Energy Assistance, you may still qualify for CBU's program because the eligibility requirements are not idential.

  2. Status of CBU Account

    The City of Bloomington Utilities (CBU) account must be 2 months behind and up for disconnect (but not yet disconnected) before we can assist.
